It is the haulier or transport providers responsibility to complete this declaration, although this can be passed to a Customs Clearance agent.

These changes primarily focus on aligning safety standards, customs procedures, and security measures for goods entering the UK from EU member states.

Since Brexit, all goods arriving into the UK from the EU has required a Customs clearance declaration. A waiver covering the period from 1st January 2021 to 31st January 2025 has currently been in place, but is now coming to an end.

The new ENS declaration is in addition to the Customs clearance, and is required before the goods arrive into the UK, and is specifically targeting UK safety and security.
